I think you are a little confused.

If by broadline you mean DSL, then you should know that DSL uses the same phone line as a traditional phone.

If they sent you this ---> http://accessories.us.dell.com/sna/products/Modems/productdetail.aspx?c=ca&l=en&s=dhs&cs=cadhs1&sku=313-6425 then they sent you the right part.

By Broadband I mean Fat jack (8 wire) used with cat 5 line.  I am referring to dial up with a traditional phone line jack 4 wire smaller head.

The part number I referenced was supposed to be for a normal 4 wire phone line?

You wrote that you wanted a modem for dial-up. THAT is what you should have received if that is the part number on the part. However, I have no way of knowing what you actually received, since I can't see the part.

THAT was exactly the part I received-which has been finally confirmed by a Dell tech who admitted the female receptacle was larger than

a rj11 (perhaps-european phone lines are larger??)  As result Dell just added a new part # A1631677

a  USRobotics Ext USB Modem which fits a standard traditional rj11 phone line.  IF you go to the Dell part number mentioned above today

 you will see that the price just dropped overnight after my 2 day  ordeal and hopefully they corrected the specs so no one else has to go through what i did.

Most of which was a language barrier and a lack of understanding US phone standard phone lines on their part...until i talked to my last tech (from India) who absolutely knew what he was talking about.....I am done  thank you for your comments
