You can download your respective dell webcam driver from Dell's official site http://www.dell.com/support/drivers/us/en/19/DriverDetails?driverId=N2X8D . If you install a webcam in Dell Inspiron 1545 system without installing its driver, then Windows would automatically display ‘Found New Hardware’ windows. By clicking the Next button, this wizard would search for the driver for in the disk. If the driver software is found it automatically install that driver software. After installing driver you need to restart your system.
Did you recently install/reinstall the operating system? If yes, did you install the Dell System Software(if applicable) and the chipset drivers first? If not, the rest of the drivers will fail to install. How to Download and Install Drivers in the Correct Order
Windows 7/8 is supposed to provide the webcam drivers for most Dell computers. If you system needs webcam drivers, go to Drivers and Downloadsenter your service tag, then select your operating system. If your system needs webcam drivers, they'll be listed under Input.
(Windows 8)How to make the webcam work with help from this youtube. You have to open the Camera app first, and then click Settings on the charm bar to see where you can give the app permission to use the webcam.
My crummy Dell died completely so I bought a Toshiba C55-A Satellite and I still don't know how to use the video camera. Why do they make it so freeking hard to use the camera on a Windows PC and Mac is so easy? Guess they are too stupid to figure it out, huh?
There is usually a function key sequence marked on the keyboard that turns the camera on and off (and should automatically open whatever software is on the system to capture the photo or video).
I made a copy of dell 1545 webcam last august . If you want i will mail you a copy .....email me an address and i will mail you a copy of it....<ADMIN NOTE: Email id removed per privacy policy>.......and i will pay postage....... Dell support just told me dell no longer carries support on dell inspiron 1545 , windows 7 premium
No surprise but my Dell laptop finally completely died (the system wouldn't even power on) so I got a Toshiba which is a GREAT laptop and MUCH less expensive.

Try reading...
Troubleshooting the Dell Webcam and Dell Webcam Central Software
You can try this file, also known as Dell Webcam Central.
Create a new unrestricted user account and try the webcam. Did the webcam work?
If yes, log out and log back in to your account and try the webcam. Did the webcam work?
If no, then the webcam became detached from the motherboard, usually near the webcam
