Rob in Texas,

Thank you for using the Dell Community Forum.

A 32MB video card should have no problem with most screensavers.  If you are using a 3rd party screensaver, try one of the native Windows screensavers, one of the simpler ones and see if you have the same issue.

Go to Start-Run and type in msconfig and hit enter.  The System Configuration Editor allows you to choose what loads as the system boots.  Choose Diagnostics startup and hit ok.  Say yes to reboot.  When the system boots up you will see the boot menu, make sure that Normal mode is highlighted and hit enter.  The system will now boot without loading any of the configuration files shown in the System Configuration Editor.  Please use the system like this and see if the problem happens again.  If it does not, then you can use the System Configuration Editor to determine which file is causing the problem.

Actually the screen saver that I am using is a Microsoft Plus screen saver.  It is the basic aquarium version.  I don't believe it should have problem, correct?

Update:

Actually, I was able to resolve this by updating my normal ATI drivers with the Omega ATI drivers.  Their tweaks fixed my issues and I no longer have problems.  In fact, my card is running faster and smoother.
