Remember that the system will throttle back the CPU when full speed is not needed, so what you've seen may not indicate a problem. Slowdowns under load, however, could indicate a problem with overheating - ether a faulty fan or a heatsink clogged with dust that causes the system to throttle down the CPU. Run a full Dell diagnostic (F12 at powerup) to verify the fan is working, and carefully check the heatsink unit for signs of dust accumulation and clean accordingly.

Is the system giving any other errors such as failure to recognize the AC adapter?
