The 530 systems were build with two different models of motherboards, for the Core 2 Quad processor you need FoxConn G33m03 [Dell P/N OFM586] motherboard, this supports both, Core 2 Quad and Core 2 Duo processors.

Thanks for the reply.  Their price/guarantee is slightly better than the dealer suggested by Davet50.  Would you agree with the assessment that the problem is most likely the MB?

Yep, my money would be on the motherboard also.

But, unfortunately for computer hardware, it's mostly diagnosis by substitution.   :emotion-4:

I ordered the MB today.  Will post the results.

MB came today (very good service), put it in, same problem exists.  With everything unplugged from the MB except the power switch module, still does the same thing.  Something apparently won't let it get through the POST.  Almost got to be the switch itself is grounded, or the processor is bad.  I have another 530 I can probably use to test the switch, I guess.  Would another less expensive processor work in the DG33 MB?  I'd be better off buying a new computer than spending $200 on another Q6600.

Did one final test. Took the (new) MB out and put it on a plastic sheet.  Took the PS from my other Inspiron 530 and connected it.  Put one stick of known good memory in the first slot closest to the processor.  Plugged in a different mouse, keyboard, and monitor than the original.  Put the power to it and got the same results.  What else could it be but the CPU?  Ordered a Celeron, we'll see what that does.

Hi,did you go into your bios to make sure the settings have not changed for some reason?

I know this may sound a bit strange but I once had the Asus a7n8x  v 2.0 mob that would default the bios settings when this happened it caused problems with both memory and the cpu.

Once I set it back to the correct settings it booted with no problems.

Also as a side note sometimes (before purchasing a new mob) you can try a little trick that seem's to bring some dead mob's back to life.

By removing the board,all cards,and processer lay the board pins on top of a sheet of aluminum foil for 24 hours and then put it back together,sometimes this revives a board,most often it does not work but can sometimes..

I did buy and install a new MB with the same results as the old MB...read down the list.  The BIOS is on the MB so doubt that both would do the same thing.  It doesn't complete the POST, so can't get to the BIOS anyway. CPU is about the only thing it could be.
