The last time we updated the 410 bios was December of 2007. I doubt we would update the bios at this time.

Do you have any solution? Send back the monitor? Which of your monitors are compatible?

* Disconnect the monitor USB cable from the rear PC USB port
* Restart the PC
* Boot into the Bios System Setup by pressing F2
* Make sure USB is not first in the Boot Sequence
* Go to Onboard Devices and set USB for FlexBay to No Boot
* Save and Exit the Bios System Setup
* Get into windows
* Reconnect the monitor USB cable to a rear PC USB port
* Click Start- Shutdown- Shutdown- Ok
* Power the PC on. Does it still hang?

Thanks for the suggestion. Tried it, no effect. Still hanging at 75% if the screen is in power save.

In addition, uninstalling the webcem in the device manager did not help

For what it's worth, I also have the issue of the BIOS POST status freezing at around 75%.  Dell Optiplex 745 with BIOS 2.6.4 (from memory; flashed with the latest that was available from support.dell.com in September 2010).  Only disconnecting the USB cable from the monitor avoids the issue; reconfiguring the BIOS to avoid or disable USB-related POST items doesn't prevent the hang.

You can fix this by plugging the monitor's USB cable into a USB hub, which is then connected to the computer. I believe the issue is related to the enumeration of the USB devices by the BIOS on boot, for which there's no direct fix. It only happens on some machines. It's probably due to the integrated webcam.
