I would uninstall any and all of the mouse drivers and associated software that you can find.  Reboot the laptop and a new basic Microsoft mouse should be detected and installed. If this works ok., albeit with missing functionality, then install the latest version of mouse driver and support software from the Dell site or if yours is a Synaptics then the Synaptics site.

However that said I have seen this sort of behaviour on Dell laptops with the IBM style trackpoint in the middle of the keyboard. (I think D620 has one.) On Dells (but seemingly not Toshiba or IBM/Lenovo) the trackpont is linked to the arrow keys. If an arrow key gets stuck then the mouse goes crazy. The only remedy is to replace the keyboard.

I'm using the pointer ball in the middle of the keyboard.

You could start the on-boad diagnostics for your laptop. Skip to the pointing device section and see what happens. Then skip to the keyboard diagnostics. If the diags report a stuck key or the trackpoint fails but the touchpad works then it will likely be that the keyboard has to be replaced.
