the USB ports on a Dell monitor won't work unless they are connected using a USB A-B cable to a PC's USB port

ieee488 is correct. See the picture here which shows the upstream USB cable connected to the monitor. The other end goes to the PC USB port.

Did you connect the upstream cable ? It seemed you do not connect it. The cable shipped to you together with the monitor, found it and connect.
