DELL INSPIRION 1500 CAPS AND SCROLL LOCK LIGHTS

Question

Recently ive found that when ever i try to cut on my computer the scroll lock and num lock lights cut on and stay on the screen stays black Can someone please help me identify the problem, i've searched all over the internet

I cut the laptop on and theimmediately  the caps and scroll lock lights turn on and stay on!
