dell inspiron 1545 not working

Question

today we have tried to restore to the original factory settings and all we are getting once it is done is the start up error repair....which never completes or helps........what do we do we are at our wits ends trying to figure this out.....it wont even let us into safe mode it just keeps turning itself off

F12 and run an extended diagnostics on the hard drive if you can at this point it is either the motherboard or the hard drive
