Start by attaching an external monitor.  Does it show the same fault?

I attached the external monitor and it was okay but at the same time the resolution on the laptop dropped to 1024 x 768 and looks fine. So I disconnected the external monitor and played around with the resolution. Recommended for the Studio 1555 is 1366 x 768 which has the red lines and red tint so I started lowering the resolution and it finally cleared and looked great at the 1024 x 768 but at that resolution everything is too small for me. What does that mean when the resolution has to be lowered to get the video to look better but the resolution needs to be higher for the laptop?

Changing the resolution did not last and the RED TINT is still there, I thought it had disappeared but as I changed pages it was apparent that it was still with me! I have written Dell Support and hopefully they will respond. I have owned approximately 10 DELL Systems without very many problems but this one I cannot correct.

It sounds like the display panel is the problem - not the video chip/mainboard.
