USB mouse & monitor won't start until monitor turned off/on

I just got a Dell monitor  U2311H. Now when I start the computer, the mouse and monitor will not function until I turn off and on the monitor. I get a notice that says 'analog input 2'. It does not matter whether I plug the USB cables into the monitor of the computer. Any ideas how to make these devices load up at start? Bobby Joe

The mouse and keyboard should be plugged into the same bank of PC rear USB ports. The monitor USB cable should be plugged into a different USB bank on the rear of the PC.
