Regarding bluetooth on my Vostro 1220

I am new and I need help. I have a Dell Vostro 1220; I have been using USB cable to transfer pictures taken with my cell phone to my laptop. My Vostro 1220 has the Bluetooth feature;so can I transfer my pictures from my cell phone to my laptop? And how? I went to control panel,and I did not find the Bluetooth icon, how come? Can anyone help?
