What isn't there are the recovery partition and other Dell support software. I have since installed back the Dell PCcheck to test/confirm the replace hard disk don't have error (as before).
It took me some time to get Dell reply that they are not obligated to restore that.
I have found the site you provided before and it look like the step in the hardcopy manual too; but don't this step require the recovery partition to exist in the first place? Dell replace the disk without the recovery partition. The one I found (as in the original posting) look like the steps, but it will take lot of time.. so I also waiting for Dell to provide the quotation (fee) for them to do it for me.. B( Or there is partition tool which can do this online, with the OS intact.

When the item is repaired under warranty, should all 10 features be available? <- should I start another thread?

2. If it is a one time charge service; how much will Dell charge to restore it back to factory installed state? It is stated in the end of the Dell’s Article ID 266615;

When my daughters hard drive was failing, Dell sent another hard drive, under warranty. The Dell Technicians said someone would call with instructions on nhow to install it. Still waiting for the phone call.
I found the information online and installed the replacement hard drive. I was ready to install everything using the instructions, How To Restore or Reinstall Microsoft® Windows® on a Dell™ Computer, but when I powered on the computer, the operating system started installinbg, the computer blinked and said not to do anything. Cannot remember how long the process took, but it installed everything, including the recovery partition.
If your computer was under warranty, then this is the procedure that should have happened. I then had to send the old hard drive back to Dell.
If this is still an issue and you need issue is not resolved, then Dell Unresolved Issues is what to click on. If the computer is out of warranty, then all you can do is follow the procedure. If you are missing any software, some is available at My Dell Downloads :: Login and if the disks are needed, then try Request Backup Disks USA
Most of these forums are Dell Users. If you post in the DELL New to the Community? Forum, it is monitored by a Dell Liaison that may be able to help, if needed.
Sorry, that I have not provided a complete picture; the notebook is purchased with 3 years on-site warranty (purchase in Sep 09), the failed hard disk was replaced by the Dell representative. The on-site engineer said Dell did not provide him the ability to restore back the system with the recovery feature and ask me to report to Dell support for assistance (that is about 1 month ago).
Dell support suggest some methods which would not work and did not reply my question; is Dell obligation to restore back the system with this feature. After I report the case as unresolved some time ago (Dell Unresolved Issues) and communicated with Dell several times, they finally replied officially that; Dell have no obligation to restore it. Then I asked; please provide me the step (I found one, mailed to them for advice) and what upgrade service or one time service which I can purchase..
Today Dell replied; (at least these are answering my questions directly)
“1) For recovery partition, once you are using the new harddisk, the recovery partition will be gone. If you create recovery CD from the previous harddisk, you can use it as recovery media. 2) You cannot create recovery partition from the recovery CD 3) To reset back to factory setting, you need to have PC Restore option in system. However, PC Restore option will be gone if the recovery partition is gone. On you case, since that you are using new harddisk, the PC Restore option is not available. 4) There is no service provided by Dell to create the Recovery Partition or PC Restore back in the current system. 5) There is no service provided by Dell to reset back the system to factory setting”
Dell wasted so much time with useless suggestions, took so long to confirm they wouldn't restore it. Then now, confirmed they don't have services which I can purchase to restore it back.. I just replied Dell latest email; then what option is available from Dell?
Today reply is rather unbelievable.. no step, no pay services.. and did not provide any option. Maybe I need to complain to local authority, because this don't seem fair and wasted lots of my time!

Most people, when they do not have a recovery partition are now using third party software, like Acronis True Image. That way they can restore quickly. The usually store the recovery partition an a seperate hard drive.
Dell's support and Solution station have confirmed that, once the notebook leave the factory they can't restore it back to factory state or the recovery partition/feature.
I have created another posting specifically on this point to the forum as suggested.
I find it hard to believe that Dell don't have an option available to restore their product back with feature they included.. think I should file a complain to Dell to look into this, this should be able to help other Dell user who faced the same issue.
