I’d be glad to assist you regarding the same, you can activate the Bluetooth by pressing the Fn+F2 as this will enable the Wireless and as the computer has the Bluetooth function it will also enable the Bluetooth. You might see the LED icon on the computer that will be lit and the Bluetooth should function fine.

Next question would be, did you install:
1. the Dell notebook system software
2. The chipset driver
3. the bluetooth software
In that order, after you installed Windows 7?
