Stephen, contact your bank/card company IMMEDIATELY and lodge a dispute the transaction. There is usually a 30 day window in which to do this. The bank should then be able to help you resolve it.
I am sorry to hear that this has happened. Identity theft is very serious and if you have not reported this to the police, I suggest doing so immediately. Here is a US government link regarding identity theft that you may find useful.

Excellent advice. The bank is limited as to how much of fraudulently placed charges they can make the consumer pay. Once it is determined to be fraud, it is between him, his bank, and any appropriate law enforcement agencies.
I canceled the card and contacted them the morning after the fraudulent order was placed with DELL.
They wanted me to deal with dell to get the monies from them.
DELL has canceled the order. they are out no money. By holding onto my money they become the criminal. They have delivered no goods or services to anyone. They have no right to keep my money and should return it immediately. Thank You for the help, I appreciate it.

Go back to the bank. It is not your job to get the money back from Dell, and they cannot keep the money from you - assuming you fall under US laws, anyway. Refer to Regulation E in bank fraud laws - I posted a link in your other thread.
If you informed them the morning after it happened, the most the bank can hold you liable for is $50. It is THEIR job to try to get the money back from Dell, not yours...
