I think they may be referring to the documentation when you bought the computer.
I have been campaigning on Dell IdeaStorm for Dell to provide downloadable (free of charge) .iso files which contain the latest Service Packs and versions of Internet Explorer etc. to make life much easier, if you have time please promote it (so hopefully one day they implement it).
I purchased this PC from BestBuy employee auction. It has been registered with dell on my account. I have in the past been able to obtain the recovery media but am haveing a heck of a time now. I could give them the invoice from the auction but doubt it would work. I thought there was a link to ordering recovery media but maybe I am mistaken.

There are links in the U.S. to request such media and you may call Dell technical support to get it in other countries. Alternatively upgrade to Windows 7 and use Windows 7 media instead.
I have write a detailed guide on the clean install process (link below).

Your link was the 1st attempt I made at ordering the recovery media. They sent me this reply.

Please be informed that with the details provided by you, I am unable to locate your order.
To protect your data privacy, please provide the complete name/telephone number/complete billing address as it appears on the account with us.
Please refer to any one of the following documents so that you may provide us the correct information:
1. The order confirmation e-mail,
2. The order acknowledgement e-mail
3. The packing Slip, or
4. The Invoice.
I of course have none of those items as I have not ordered the product yet.
It just can not be this hard to get this media!

You should try it just in case.
