I've had the problem before I've upgraded to A08 BIOS version, the upgrade did not fix this. Strange that there are no proper drivers for Windows, since I've never had any problems with the touchpad on Ubuntu..
Updating the BIOS, Chipset, Notebook system software and Touchpad driver should fix the issue. The following links will help you download the necessary drivers;

Please connect the Ac Adapter while updating the BIOS and do not use the system once the update is initiated and until the system restarts completely.

Before installing the Video driver, uninstall the existing Video drivers by going to Start menu> Control Panel> Programs and features. Once the programs window opens, locate the Dell Touchpad/Alps touchpad and uninstall by right clicking on it.
The drivers have to be installed in the same order as mentioned above and please restart the system after every driver installation.

I am having this issue, too. Sometimes if I restart it helps.. this time NO.. I am very upset with there not being an update to our driver!

I followed this procedure to the letter, and it helped very little. It is NOT a fix.

If you have a BIOS with mouse enough -- see if you have the problem there (just to rule out hardware)
- See if it works in Safe Mode (Alps won't load in Safe Mode IIRC)
- Check msconfig to see if alps is running on startup (sometimes other programs turn them off)

The touchpad does work in Safe Mode (with reduced features), and the Alps program is running on startup in msconfig.
