Control panel>power options and look at the bottom of the window where should should see a slider to adjust brightness.

when i went into the power option, the slider was at 0, i moved it to 100% but the screen brightness did not change

Try using the application "quickset"

hit enter. Try using the on screen keyboard.

the osk does not have a Fn button and that is what i need

That's strange, I thought they all had the Fn function. Mine has it.

hmm, very odd!

In that window with the slider you've just tinkered with, try clicking on "change plan settings" for your present plan (should normally be Balanced as it's the default)>adjust the plan brightness slider there and click save changes.

Post back with how you get on.

Yes, Windows 7.

 

Start, control panel, display. Click on adjust brightness.

Then use the slider.

i am running windows vista home premium and my osk is the regular old unskinned one from XP days

@pudgyone,

i have the brightness slider at maximum but the brightness didnt change  at all. and for some reason i am getting an error when i try to attach a screenshot jpg

You have tohit the PrntScr, then open Paint, I use IrfanView so I can edit it. Save it, then come to the foumes and click on the little picture, locate the file and upload.

 

Here is the osk for XP. Might look like what you have. NO Fn button there.

 

I don't have a Vista machine here, so it's hard to find the settings.

 

I wonder if you reinstall the Video drivers, it may come back. You did reinstall Dell Quickset, correct?

one your system with windows 7, does the brightness increase when you press Fn + Up Arrow using the onscreen keyboard? if it does i will just do a clean install of windows 7
