Welcome to the Community. Check the fan vents for any kind of dust accumulation. I also suggest you to run a diagnostics on your Fan, press the F12 key at the Dell logo, select diagnostics, you can select custom test, and run the test on the fan, post back with any error codes.
it reports no error and RPM as following: 3480,3600,3800,on low,3840,3520,off,3240. we have also made sure that there is no dust - any other suggests for what we can do?

extended test showed this error code: 3900.0626 Msg: OTHER_THERMINATOR the temperatur is out od range at 0C - any idea of how to sort this problem?
