Welcome to the Community. It looks like a hard drive failure. Since F12 does not do anything you will not be able to use the diagnostic partition to check if the hard drive is faulty. If you have a drivers and utilities disc that came shipped with the computer, put the disc in the computer, turn on the computer and press the F12, if you get Boot Menu, select CD/DVD, and press enter, and run an extended diagnostics on your computer. Post back with any error codes.
If you get an error code, and have an active warranty. Send me a private message, by click on my user name, add me as a friend, and send me your service tag, phone number and address.
Royan S. I am still having problems with booting my laptop Inspiron N7010. I tried booting it with the CD that came with my laptop as you told me & pressing F12 at start up. Sometimes it works, sometimes not. I have done ALL 4 tests & most are okay except ALL the SATA errors (every one of them). I have written down ALL error codes if you need them. In the BIOS menu it also says: Fixed Hard Ware-none & e-SATA-none. I can't seem to arrow up or down in the BIOS screen to get to allot of things (like it's just stuck). Can you PLEASE help me? I have tried everything in the Dell forum to fix this & nothing works. Thank you very much.

Hi for how long are you using your Dell Inspiron? It seems some hardware issue most probably hard disk so i guess you should contact your dealer if its in warranty.
amk 786, thank you for replying to me. My N7010 Inspiron laptop is not even a year old. I am not sure if it is still under warranty or not? If not, couldn't I just wipe out the hard drive myself & restore it back to factory settings? I have done that before with other laptops I have had (& I know I will lose all things I haven't backed up) but I am not sure if this laptop came with recovery disk's? I don't think it did because I sure can't find them? I know I can buy them online somewhere, but could I just press ctrl & F11 after hitting the power button then reboot & tap F8 until advanced boot options & highlight "repair your computer"? Or could I somehow restore it to another system restore point? Thank you so much!
