Unfortunately its not, if you don't have it you will need to contact Dell to obtain it along with other recovery media.
I want them to make everything downloadable (I see you commented on the wiki asking for XP also).
You should try calling Dell Technical Support for your area and see if you can get them to ship you recovery media for this system. Hopefully they won't charge for it.

The systems that had Media Direct installed should of been shipped with Dell Media Direct and the Windows Reinstallation DVD.
New systems now have Dell Stage software instead.
