That looks like pressure damage or screen-burn and I doubt you will ever recover the screen. And a replacement screen would make it a costly repair unless you can get one from a used/faulty monitor.
I reckon you'd be very lucky to even find a screen let alone at that price. Best bet would be a used monitor with a fault other than the screen and use that as a donor.
