That means the hard drive is bad - that's why you can't get it to restore. Replace the drive and then do the reload of the operating system. You'll need a new, 2.5" 9.5 mm or slimmer SATA notebook drive (brace yourself - the prices are rising rapidly due to the flooding in Thailand). You'll also need a Windows disc - if you did not make one, you will need to order it from Dell:

Press f12 at powerup, boot to the Dell diagnostics and run an extended hard drive test.
