I checked it with the concerned department and it seems it is available. Did you try calling the sales department on 800-425-8126 and checked if you can actually order it or not?
If yes, what did they tell you?
May I know what happens when you configure the system, do you get any message regarding the availability?
Sales department no fir India is 1800-425-8116 .. When i configure the system there is no option available to alter the display .. Its default set to 15.6" HD WLED True-Life (1366x768) - ICC .. Also here its mentioned that its available with optional optical drive : www1.ap.dell.com/.../inspiron_laptops but neither this feature shows up during configuring the system ..

Sorry for the delayed response, I was working with the concerned department. Due to some issue on the site it wasn't visible. IT will be soon fixed.
You can use this E Value code 540448IN8, for an upgrade to the optical drive which includes a 12.7" Tray Load Blu-ray (BD) Combo Drive (BD Read Only).
Yes, you were correct, 15R SE currently does not have FHD but will get in few weeks. It should be available by next month.
