Thank you again Roshon, I've taken your suggestion & went to the link you suggested, ordered the cd's and have confermation & delivery date. Man, many thanks.
If the recovery partion on the HDD of Dell Inspiron 1150 is still intact, than you don't need to use the recovery disc to restore the system to factory settings.
Just follow Step 3 PC restore mentioned in the link below:
No the recovery disc for Dell Inspiron 1000 & B120 cannot be used on Dell Inspiron 1150 to restore it to original factory settings.
If PC restore option does not work, than you will have to follow Step 4 Manual Reinstallation. For this you need the Windows DVD.After installing the Windows you can download the drivers for Inspiron 1150 from www.support.dell.com.
If this does not work, than you may have to borrow the Windows disc from someone. To get the drivers you can long onto www.support.dell.com and use the system Service Tag number, under Drivers and Downloads.

Roshan: Thank you for your response so quickly.
I have tried several times to boot and press CTRL + F11.
No success. As you suggested, the partition may not be intact.
I'm trying to help a 91yr old friend who does not remember what
happen to the discs when he moved some yrs ago.
Again thank you for the info.
