Welcome to the Dell Community.
Let me first appreciate the fact that you have tried few troubleshooting steps to resolve this issue.
Please check if the webcam works in Skype and Dell Webcam Central.
Uninstall Dell Webcam Central from Programs and Features and restart the system. Reinstall it using this link:
This webcam application link is for the Dell SX 2210 monitor but should work on all Windows 7 systems.
Kindly reply with the results.

Did you recently install/reinstall the operating system? If yes, did you install the drivers i the correct order? How to Download and Install Drivers in the Correct Order
Try reading...
Troubleshooting the Dell Webcam and Dell Webcam Central Software
Also try running the Webcam Diagnostics
Did the webcam show in the symptom tree?
Any error messages?
Is the computer under warranty?

i m also having the same problem. but i think driver isnt the reason behind it. i took my thumb on the left side of cam n applied some pressure it stated working n as i removed my thumb it again stopped. :/

Then the webcam came loose from the motherboard, near the webcam. If you're under warranty, contact Dell Tech Support.
It seems that you open and close the laptop in the same area, and that is where the webcam attachment is and it probably came loose.

I've tried everything including what the dell support mentioned. My webcam still isn't working.
