Hi,
Welcome to the Community. If the recovery partition has been removed/damaged/corrupt, then only option is to manually install windows. If you do not have the OS disc, you can use the below link to request for one if you are in the US.
support.us.dell.com/.../backupcd_form
To manually install windows use the below link.
