And the fix for accessing the sub menu by holding Menu and + to power on the monitor and then once booted pressing - allowed me to use the "reset user" option.
Now my input display things are oriented correctly and I get the normal OSD - so happy!
I've a Dell 2407WFP with the same problem that DARETOGO described. I changed the power board by a new one and monitor turn on and display video properly.
The issue is that when the monitor doesn't have video input source display a dialog oriented as the monitor should be in vertical position, and I'm not able to get displayed OSD menu, I tried buttons combinations explained here and I don't see anything different, and I also have tried do a hard reset unplugging all cables keeping pressed power button by +15" then I plugged power cable and video and nothing happens.
Finally I tried with softMCCS, monitor is detected properly and at the beginning displays that is DDC compatible but when I sent factory reset command log displays an error and all options are disabled and DDC not supported.

As a note, make sure to have the monitor plugged into a computer and make sure the computer is on so the monitor is receiving a signal.
The menu will not come up otherwise.
The specific setting to activate is called "Clear User".
