Open Control Panel - Mouse - Cypress Track pad - Click to Change Cypress Trackpad Settings - Select the option Enable/Disable - Apply - OK
Please check if the system has Dell Quick Set application installed. That will have an option to enable/disable touch pad. If you need to install Dell Quick Set please use this link:

Jay,
Not sure if you have the same keyboard as I do.
The key after F12 and before Insert disables the touchpad on my system.
