Just wanted to add my experience to this thread as we are experiencing the same problem with our new 17R SE 7720 that I received new from Dell last Friday. Its connected up to an external Logitech MK250 wireless keyboard and mouse combo and will also not wake from sleep state with external keyboard or mouse when the lid is closed. (it will only wake when lid is open as per Chiefwigm's experience).
I think it also will not wake up from USB if I have the lid closed but then open it again and attempt to use the mouse or keyboard to wake it. It needs the lid to be open when it goes to sleep to get it to actually work.
Running Windows 8 (taking some getting used to this OS but that's another story). Fairly certain its also BIOS A11 (I remember it was 11, not sure about the "A", will have to shutdown and check. Its an Australian laptop anyway).
Wake on USB function is enabled in the BIOS.
Lid closed is set to "do nothing" in the power profile.
HID Keyboard and Mouse Device properties are set to allow device to wake computer (in device manager).
Running an external monitor off the VGA port currently.
I have tried the USB receiver in 2 or 3 of the USB ports so far, I think there is still one to test but I suspect it will have the same issue.
This feature is very important to me as I bought this laptop as a desktop replacement and would prefer to have it closed up under my desk whilst using it with an external keyboard/mouse/monitor, rather than having it open all the time and collect dust + taking up extra space.
It appears to be some logic issue with the lid switch in my opinion, given that it seems to work correctly when the lid is open.
Hoping this can be fixed fairly soon as its very inconvenient to have to keep opening the lid every time it goes to sleep (its currently in a shelf under my monitor which makes it harder due to height restriction.
Should I log an issue somewhere with Dell or is this enough to mention it on the forum?

I also request you to update the 'Chip-set & Video drivers' to the latest available version; flash BIOS as well (as suggested in early part of this thread). If you have a different system model, you may use the following steps to access the drivers for your unit: - Click http://dell.to/YFr4GW to access the 'Drivers and Downloads' section on Dell support website - Enter the 'Service Tag' > Select the currently installed 'Operating System' from the drop-down > Expand 'Chip-set' / 'Video' / BIOS - Download the latest available drivers; and install as per the on-screen instructions
Please share some system specific details so I may take it further: - Current BIOS version installed in the system - Current 'Display driver version' (Integrated/Discrete) - Currently installed 'Operating System' (32 bit or 64 bit)

I have noticed I can close the lid down to about 1 inch open gap if I wedge something in between the lid and the wristpad to stop it from snapping shut and this enables me to use the wake on USB feature as a bandaid measure. This is a very temporary fix for those interested but not ideal. Anything less than about 1 inch and it will activate the lid switch and the bug will occur.

A11 is the latest available BIOS for your system and it is already updated. It appears that you've updated the 'display drivers' from the manufacturer's website. The 'OEM drivers' may sometimes differ in their make/design; you may want to install the latest drivers for the 'Intel Card' and 'nVidia Card' on Dell support website.
Thanks Saurabh, the laptop arrived directly from Dell Australia with these version numbers. Unless windows 8 does its own driver updating without asking me but I don't think it does? I can downgrade the video drivers and will check if that fixes the issue but perhaps it's related more to the lid acpi. I'm guessing that power is lost to USB ports during sleep state if the lid is closed and this prevents wake on USB.
The chipset driver that Dell suggested you load is Version 9.3.0.1019 and the one shipped since October is 9.3.0.1021 so you are being asked to load a driver in that is already OLD!!! No one in Dell listens when I have told them five times now that the drivers on their site are OLD OLD OLD and will only cause problems if users mistakenly say Yes on the last step.
The Download section looks to be fixed finally! Below is the Update I wrote last night on the problem in my December 24 post, labelled Drivers Out-of-Date! Dell 17R 7720 Premature Release for Windows 8 and located here:
UPDATE 1-Jan-2013: Well I see someone at Dell finally fixed the download drivers site. I had finally figured it out myself. Dell in their haste downloaded the latest version and the Previous Versions all on the same date of 12-10-22. The problem was the site software took the two identical dates down to the minute of the day when the 9.0.3.1021 version was loaded first by the software engineers and it incorrectly became then Previous Version by default. So I looked at the Previous Version and low and behold I found the correct Ver. 9.03.1021. I had not overwritten it on my 17R but at least I have more confidence in the Dell site. Today I notice someone finally fixed it! Thanks for listening even if no one replies to my concerns above. I was so paranoid about Dell support I had already bought a 2nd 1TB HDD and cloned it so I had a good backup!
