Dell PC on start up problem.

When I start my computer it shows a black screen for the background and grey lines that run threw it. On the grey lines there's flashing DEL characters (alt code 127 DEL) some are different colors and some are letters or numbers. some of the words are on the black background are there hard to make them out cause letters are missing out of them. At the top it says "Gntel(r)Gntel(r)            Ated SVGAted SVG" not sure if that means anything or its just messed up but it looks like a virus but I'm sure its not. I got it from an auction so i don't know for sure, but I've encountered and studied a lot of virus and never seen one like this.

If I need any more information just let me know I'm trying to explain it the best I can, If I need hardware information it will be hard cause I will have to open it up and take the hardware out and look at each one, cause I can't open the dxdiag doesn't get far enough for me to do anything, like move my mouse or use m keyboard.

"National Instruments" cards are PCI 2.0 or 2.1 5V cards.  They are 100 percent NOT COMPATIBLE WITH pci 2.3  which is 3.3V only.  Remove all cards from all slots.  Then see what it looks like.

Ya just got done looking up National Instruments PCI-GPIB IEEE 488.2  I took both of them out. I'll try it now but there is also one other odd thing It has a PCI bus card that connects with IDE cables to something where a hard drive would usually go. But I'm gonna take those out and see if it runs then check that out. Thanks for your help by the way.

I tried restarting it, but it just made it worse from the first time I started it up. Now It's showing a full grey screen with just flashing white rectangles, and colored rectangles everywhere with no words, letters, numbers, or characters. It's a dell dimension E310 windows xp It has 4 ram slots of 3 256 mbs and a 512 mb. It's a pretty odd computer in the extra controller ports it has some cards that have UUT and STD marked on them, with sharpy and its made in hungary. The brands are I believe are National Instruments. Not sure if any of that matters just also trying to figure out what it was used for.

Ok, That worked, Ican now go to the setup utility and it lets me try booting it but when i click f1 to boot it just says no boot device available
