The customer support numbers are in my wiki however you may want to contact one of the Dell Support staff on the forums such as DELL-Nikhil De who has helped a few customers get the Reinstallation DVD recently.
Click on the link "DELL-Nikhil D" and select Add as Friend to the top right. You should thenbe able to start a private conversation.

You need the disc.
In the US
support.dell.com/.../backupcd_form
then follow
support.dell.com/.../document
