Windows Vista doesn’t have the option to create restore CD as this is available with Windows 7 and later.
However, if you provide me with the system Service Tag and the name under which the system is registered in a private message, I will check what best I can do for you.
I have added you as a friend. Please accept my friend request by clicking on my name highlighted in blue and then click on “Friends” tab at the top and then click on “Request to Review” and finally click on “Accept” button.
I am sending you a private message as well. Click on “Inbox” to respond to the message and provide system’s Service Tag and contact details so I may access your system records and check for further course of action. You could also click on Start Conversation to send a private message.
If you reside in the US and are the registered owner of the computer, a disc containing the factory-installed operating system specific to your system, can be requested from HERE.
Note: Dell may make a charge for the disc.
If you don't reside in the US, contact Dell's Technical Support that's located in your country.

The really interesting question is what HP would do if I contacted them to say that my hard drive had just failed.

For those who run into this problem, yes, there was a time when Dell didn't provide a Recovery disk with brand new systems, and wouldn't allow you to create disks from the Recovery partition on the computer.
Crazy yes, and it seems they don't do that any longer.
