Please disconnect the data cables from the Dell ST2420L monitor and check if the Red, Green, Blue window moves across the screen. This window confirms that the monitor is working fine.
In order to isolate the issue with the HDMI port on the Dell ST2420L monitor, please try using a Mini Display port to DVI-D adaptor and check the display on the monitor and post the results.

Hi. I'm using the same monitor now and it's connected to my PC and it's working fine. when I switch the source to HDMI which is connected to my XPS 13, he will directly catch it, but there is no display on the screen, only the small colored moving window saying NO HDMI CABLE!!!!!
The HDMI port on the Dell ST2420L monitor seems to be faulty. The same HDMI cable when connected to the Samsung monitor gives output which means the cable is good.
