Your guess is correct. We cannot install Windows 7 64 bit Operating System on this Inspiron 6400 as the processor architecture does not support the 64 bit.
Some Inspiron 6400's will support the 64 bit. It is all down to the processor they have.
It is probably not worth dismantling the computer to install another processor for the 64 bit version. If the T7200, T7400 or T7600 is installed it will work for example.
Just to note also on this model the maximum RAM for the 32 bit is 3.24 GB usable and the maximum RAM for the 64 bit version is 3.25 GB usable. The motherboard limits the RAM on this model not the OS.
There is little point in installing the 64 bit version on this model.

I have a "base system device" showing up under Other Devices in the Device Manager, which I assume is the Ricoh card reader, but I cannot find a 64-bit version of the driver for this thing. When I try to install the 32-bit Vista driver version, it says I need to run a 64-bit version of DPInst. I really don't want to reinstall Windows all over again. Is there any way I can get this device to work with 64-bit Windows 7?

I have two Inspiron 6400, both with the same T2300 Intel CPU
I've already increased RAM to 2x2gb registering 3.72gb
I've already installed Windows 7 Pro 32bit
I was hoping to install Windows 7 Pro 64bit on the second Inspiron 6400, but from the above specs, it looks just a bit too old to support 64bit

Try clicking on the device in device manager and then update driver and see if it will update the driver.
Also some of the drivers will update if you run Windows Update and install all the updates for your computer.
I know the video driver updates to the latest driver once you do the Windows update after a fresh install.
