Solved.  Not a motherboard problem at all.  Even though it had booted previously with the damaged keyboard, it apparently no longer was able to do that.  I had ordered a replacement keyboard, and when I disconnected the bad one, I thought I'd try powering it on even before connecting the new one.  

It powered on just fine without either the new or the old keyboard connected.  I connected the new keyboard, still all golden.

Problem was the keyboard.  Solved.

Hi Jaredcall,

I can see that you have performed all the troubleshooting steps. If there is a hardware failure, then this computer model would emit a series of beeps during start-up. Please share if you get any beeps from the computer. As per the symptoms you have mentioned, it could be an issue with the motherboard. You may consider replacing it.

You can contact the sales department for your region. Click on the link www.support.dell.com , choose the country on the top, type the service tag of your computer, click on Contact Dell Sales.

Thank you for the response. Flashing lights for this computer model does not indicate any failure.

Please revert for further clarifications.

Thank you for the quick reply.

Unfortunately, there are no beeps, only the flashing lights.  What is the meaning of the flashing of those particular lights?  Some motherboards have beep sequences that mean different things. Since there are no beeps in this case, I was hoping that the flashing lights meant something specific.

You are a genius!!!!

I've been troubleshooting these blinking lights after a water spill, for the past 3 weeks with no solution until I read your post.  I pulled the keyboard and .....it booted!!!!!.   IT BOOTED.
