I ment 'stand by' power state triggered by the video card/OS/computer (and not turned off manually with the button on the monitor).
I just wanted to be thorough.
I also measured the consumption with all usb port unplugged, I even plugged off the video cable (and waited for the notification to disappear). No change in the power consuption in stand by. I still measured 9 W.

The displays team has doubts about the measuring device. All of our displays meet our power consumption tests before leaving the factory.
