Side Note:

Specifically in my prior posting when I stated check that AMD Blog for the Enduro UI screens in your driver they should look like this.

This was when it was 12.11 Beta, newest release driver is 13.1 which incorporated everything in the 12.11 beta and then some.

Also, 13.2 Beta is out as well... AMD working on it, still catching up.

Well at least you can run CCC this machine wont even let it run. SO unhappy, an just doing a quick google search seems to throw up that all Inspiron 15se

@MikeHH since this is an open public forum I'll offer up a few "other then Dell" Driver suggestions.
It's up to you if you want to try this route to correct your problem.
If you do I suggest making a complete system backup of your unit and ensure that you can do a full restore with them.

Option 2 Below seems like it works for a lot of the "AMD/Intel/Some Laptop Brand here" community. Google around you'll see.

 

OPTIONS:

1) Try the Recently Released 13.1 AMD Drivers directly from AMD's Mobility Site Here hopefully the verification tool on that link will allow you to download the driver.

2) Research lashcatlabs.net a 3rd party who created a unified AMD + INTEL driver package ( UnifL ) that resolves a lot of issues the AMD/INTEL community has with their switchable graphics for many laptops. Leshcat pretty much keeps up to par with the latest AMD reference drivers his current Release is 13.1 as well. There is a 13.2 Beta on his site that parallels AMD's own so he's pretty much up-to-date.

On a side note for future purchase references:
This is just me - but, personally I'm not a big fan of AMD for this very reason, they are always playing catch-up and they are never fast at doing it.  Thus, the main reason why there are people like Leshcat doing their work for them (there are a number of other 3rd party solutions, Leshcat is the most popular). And you know what is funny here, AMD doesn't go after any of them, forcing them to take down their sites, Why? Because they know the work that they perform for their user community solves a lot of issues that they themselves should be fixing.  You can't blame the Laptop OEM's either it's not just Dell, search the web it's everyone using AMD Discrete Cards in some brand laptop that's crying. AMD is just to slow to get their reference drivers out.  As I stated in my prior posts, it took them until October 2012 to have drivers working with their Enduro Technology that competes with NVidia's Optimus Technology which has been doing switchable graphics and working a lot better then AMD's offering for at least 2 years.

 

So what does Leshcat offer -

What is UnifL?

 

UnifL stands for `Unified Leshcat Drivers`. 

Those drives are designed for AMD + Intel ( Intel HD/HD2000/HD2500/HD3000/HD4000 CPU Embedded Graphics ) powered laptops, based on latest official WHQL/Beta versions of AMD and Intel drivers. 

UnifL Drivers are designed for Windows 7 x64 / Windows 8 x64 only, however they should work on Windows Server 2008 as well.

@MikeHH No problem, I seen another post on here that someone got the Leshcat drivers to work properly, with that said - again if you do take the route always make sure you can restore your system somehow just in case.

Wise to sit down and read the Leshcat documents and become familiar with the install procedure as well.

It didn't work for me. Thanks for the help anyway. But my 7730M continues to be 30x worse than  my HD 4000. Revolting.

@SkolKariol - Did you try the Leshcat UnifL AMD/Intel Driver package?  Is this what you mean by "didn't work" not able to install it or it being installed but you don't see a change.

Also, where do you see this 30x worse? is there an application your running that performs better when you select the Intel HD to handle the rendering over the AMD?

If you read the AMD change logs you can see that each time they release drivers they also state what games/applications got fixed with "Performance" issues sometimes I see them stating 60% better performance.  I have another post on this forum which had links to the recent change logs I'll find reference to it, edit this post and put the links here for you.

Here's a suggestion run a benchmark tool, make sure you force the benchmark tool to use the AMD GPU,  run it and then compare it to other 7730m users.  Something like 3d Mark 11 can do that, see where you stack up amongst others.

Sometimes it's the driver not being tweaked for the application, and you just have to wait for AMD to come around and fix their driver.

GUYS GUYS, READ THE MANUAL!! IF YOU DON'T DO CLEAN INSTALL (DELETE PREVIOUS DRIVERS AND ETC) IT WON'T WORK!!

@MikeHH - If you plan on using the Leshcat UnifL Package of the AMD/Intel drivers you have to uninstall previous Branded AMD and Intel Drivers.

I'm pretty sure you are not getting into CCC because you may have the direct from Intel "Reference Drivers" for the Intel HD 4000 IGP... that driver is exactly what it states "Reference", if you read Intel's position on switchable graphics they leave it up to the OEM of the switchable card to incorporate their driver.   If the "Signed Versions" they should be signed by AMD I believe are mismatched in anyway, it is from my understanding causing the issue with CCC breaking.

As @SkolKariol has found out the Leshcat drivers do indeed work - Leshcat as of now is probably the only saving grace so far for those using AMD/Intel switchable graphics. Well at least until AMD gets their act together, where by the PC OEM's can follow suit and get timely updated drivers out as well, this issue isn't just Dells fault, a lot of blame falls on AMD itself.

OK with that --- if you are using the Leschcat package.

Please read the section "Cleanup Instructions"

sub-section "Removing previous Brand/Custom Drivers" CAREFULLY,  AND PLEASE Take note what needs to be done for a Windows 7 or Windows 8 machine depending on the OS installed. There are Similar instructions for both,  but there are sections which are marked that slightly deviate for each OS.

Once Clean read the instructions for "UnifL Driver Installation Instructions" sub-section "Updating From Previous Brand/Custom Drivers" to install the Leshcat package.

Side Notes:

By using the Leshcat package you'll note that he pretty much stays up-to-date and parallel with any new versions that AMD is putting out and he does it fast. Once you have his package installed and working any subsequent update to his package of drivers is much easier to accomplish.   Benefit:  You no longer have to wait on Dell anymore as their a bit slower then Leshcat when it comes to working with the AMD reference Drivers and getting out their own Custom Drivers based on  it.

Again I hope this does correct your issue as it has done for @SkolKariol or for that matter anyone else who stumbles on the thread.

NOTE to anyone reading this thread - if you go the Leshcat Route read the Manual CAREFULLY the whole Manual do not gloss over it assuming you know better PLEASE READ the FAQ section as well.  Important information in there as in - once you have it installed you don't want to have the Windows 7/Windows 8 Update function updating the drivers EVER - from now on if you go the Leshcat route you need to install any new ones (Again the Dude is fast getting the most recent out) from him.

So far I'm still at the same position CCC won't open.

I read the whole manual nowhere is there removing old drivers maybe I've done a man look. But so far the same

hey I had the same problem as you and managed to fix it after much trial and error. here's what i did:

1. remove the program that has been having the issue (flight sim)

2. download a driver wiping program (I used driver fusion :http://download.cnet.com/Driver-Fusion/3000-2086_4-75748005.html)

                (it gives you a list of driver you have have, click the amd ones and delete everything)

3. restart computer. your screen resolution will be screwed up at first but you can change it back to high res. whenever.you might also get a warning about your graphics drivers. dont worry about it.

4. go download this handy dandy driver from leshcat labs :http://leshcatlabs.net/index.php/2012/07/catalyst-12-7-jun28-official-beta-unifl-for-hybrid-graphics/

5. install the driver and when prompted to install the amd driver at the end, go ahead and do that too.(it installs the catalyst).

......you may have to do a reboot here. cant remember..... if it doesn't say to, don't worry about it

6. reinstall your game, run it once and close it, so it pops up in the CCC or look it up in the program list in CCC and change to high performance.

7. stare in awe at the beauty you have been missing.

hope this works for you. it did for me, but it could just be luck.

the one issue i notice is when my computer comes back from sleep the display stays black so i have to hit the power button to put it into hibernation, then bring it back, and everything works. totally worth it though.

@BMK5070 - actually the Leshcat UnifL manual under "Removing Previous Brand/Custom Drivers" states "Requirements" "Driver Fusion" as the tool to use to and explains in the manual how to us it to prep the system before installing the new Leshcat Drivers. 

See my prior posts in this thread for a link to the manual.

Also Highly recommend you go to the Leshcat’s Catalyst 13.1 WHQL UnifL  V2.1 for AMD+Intel Laptops release package for even much better improvement's over the 12.7 drivers which where beta. AMD made many changes/enhancements/fixes since then.  Probably even fixes the into/out of hibernation that you have to do.
