I have a Dell S2340T Multitouch monitor running on Windows 7 Pro 64 bit. So Yes the monitor will work with Windows 7, as for your Dimension 8400 I do not have enough info to answer that portion of the question.
Your computer needs to support USB 3.0 for one cable connection to the monitor.
Thank you for letting me know that my computer does not have USB 3.0 to support to the monitor. I would have to do research to look for different monitor. I am thinking about getting 24 inches from Dell.
