It's a known issue they can't sort out the drivers. windows has a Intel HD 4000 driver and dell made a driver for it themselves. it doesn't play to nice with the amd driver which leaves it having an identity crisis.
no help from dell and no acknowledgment of a wider issue.
I had a dell support guy take control over my machine and after 2hrs he managed to get the latest dell AMD and dell Intel drivers on board. However he didn't use the dell installer direct, I believe he ran the extract option and pointed windows at the extracted intel driver. HOWEVER...with these drivers installed none of my winRT/metro apps that stream DRM content work, e.g. Netflix, 4od, 5demand. If I switch back to just regular intel drivers it does work. But Dell are trying to tell me it's netflix's fault!? Very disappointed.
You just made me lose my 1% of hope of having Dell actually helping me sorting that driver issue.
Iv just admire how their customer support reply to the stupid support questions and minor issues and just ignore such a major flaw in their drivers while also more than 5 people are facing the same problem

As to helping to get rid of Driver fusion - there's actually a free tool out called "DriverFusion" - treexy.com/.../driver-fusion
You don't need to pay for the premium version, the Free version will help you clean up your system completely of any driver remnants left behind.
In fact if you looked at the leshcatlabs.net offerings, the13.1 WHQL UnifL V2.1 for AMD/INTEL laptops manual (search the site for the link) they have a section dedicated to the removal of older drivers that actually suggests using "DriverFusion" to do it.
Just my 2 bits.

EDIT: Read the Manual completely top to bottom and twice just so you are clear on what it these drivers will do, how they work. Suggest reading the comment sections as well so you can see what others are stating in regards to AMD/Intel Discrete Graphics Issues.

Lenovo setup an Intel/AMD or Intel/Nvidia - if former, you may run into issues as well, if the later... that combination seems to be more stable (better quality of Reference drivers for system OEM's to use from Nvidia)

Your driver support and service is a complete joke, if you spent as much time as you do developing bloatware for these machines as you did drivers and testing we would not be having these problems.
I can only assume DELL don't care. Shame on you DELL.
As I stated read the manual on how to install them properly and it's probably a good idea to read it twice over. You are correct about the drivers being unsigned, I think he's working on a way to get them signed and yes you would have to put your system in "Wartermark Mode" read the FAQ in the manual about it.
But, there is one thing that you can learn from those instructions if you still have issues with DELL supplied drivers as well, read the uninstall of old drivers procedure section. Try doing that and getting your system down to plain old windows VGA drivers, then once that's done download the latest DELL drivers for your video subsystem - Install DELL's Intel HD Drivers first then DELL's AMD drivers after that.
Note: you should make sure you have a restore point saved, as well as doing a full system backup, along with ensuring you can do a full system restore if need be.
In the Long run it's Dell that needs to Wake-Up and get these new AMD Reference 13.1 WHQL drivers out and PRONTO. For the life of me I have no idea what the hold-up is and why it takes them forever to release new drivers especially Video Drivers (What's the Dell Drivers version 8.X or something well behind the 13.1 available?? Really Now what a joke!.
Yes, It's obvious to anyone on here that there is an issue with the Ancient Drivers they are offering and someone needs to kick the engineers in gear what are they doing anyways inquiring minds want to know?

I had the Intel HD 4000 working when I originally bought this Inspirion. I had a system crash and had to start with a fresh reboot of Windows 8. Went ahead and updated to 8.1. I still get the exact same error log you supplied above. My Inspirion 3521 has only the Intel graphics . On my last Dell I was running XP and had NVidia which never gave me problems like this. Dump the Intel graphics, Dell!
In the meantime, put a tech on this. As you can see, far too many customers are having this same issue, and over a long period.
same problem but I kinda know a fix im not sure ,it worked with me it may work with you guys it's simple you simply go to device manager (in case no intel driver installed by you) and choose display adapter >> intel H^D graphics 4000 >> right click >> update driver software >> it'-s now downloading it'-s now working

I had the same problem. I couldn't get Catalyst Control Centre to open so I tried to install the latest version of CCC. Partway through the install, my laptop crashed and when it rebooted, the video drivers weren't working and couldn't be reinstalled from the Dell website. Kept getting an error say that the machine did not meet the minimum specifications. So here is what I did:
Open Device Manager.
Go to Display Adaptor > right click on Intel HD Graphics 4000 > select Properties.
Go to the Driver tab and click on Update Driver ...
It downloads some software and installs it. At the end I got an error message saying "Windows encountered a problem installing the driver software for your device .... This device cannot work properly until you restart your computer. (Code 14)"
So I restarted the computer and the graphics are back to normal. Except that Catalyst Control Centre won't open (sigh).

Try to use the driver from the intel homepage. It worked in my case.
