Thank you for the detailed description of the issue and all the trouble shooting steps done. With these symptoms I suspect the issue may with the video card. However to confirm, I request you to do one last step that is to check in the BIOS screen and in Safe Mode with Networking.
To go to BIOS, restart the system and at Dell logo keep taping the F2 key which will bring up the BIOS screen.
To go to ‘Safe Mode’ restart the system and at the Dell logo tap the F8 key every two seconds. In the ‘Advanced Boot options’ window using arrow keys, select ‘Safe Mode with Networking’ and hit enter.
Check the status and reply with the status to assist you further.
I was able to check the "Safe Mode with Networking" without too much problem.
In the "Safe Mode with Networking", the external monitor works but the LCD does not work, all programs worked including access to the internet. In Device Manager, Display Adapter is shown as Standard VGA Graphics Adapter, Device status was not provided in this mode, Driver Date is 6/21/2006, Driver Version is 6.1.7600.16385. There was no monitor listed in the Device Manager.
I got to the "Safe Mode with Networking" a bit differently than how you stated. Since I have no LCD display I cannot see the screen that states what key to push to get to Setup. I start the computer and start hitting Fn F8 to switch the display to my external monitor. By the time it switches to the external monitor, the initial statup screen is gone. When I do see a screen on th external monitor I hit F2 and I got "Windows Boot Manager" screen. I pressed F8 and then got a list with the "Safe Mode with Networking". I was unable to go to the BIOS screen using the external monitor.
For some unknown reason on one of the computer startups, the LCD on the computer worked. I pressed F2 at the startup screen and got into the BIOS screen using the LCD.
The external monitor did not work, the external monitor had a message, "Mode not supported".

The computer worked fine with the LCD screen and the external monitor also worked. I then shut down the computer and restarted it. On the restart, the LCD screen did not work and the external screen did. So I am back to the original situation.

Sujatha K, I inputed my service tag number into http://dell.to/Mbe3zg. Dell couldn't verify my service tag number. I'm sure this computer is out of warrenty since I bought it of Ebay.
I now have a display on the LCD but I have a split display. Two horizontal displays and each horizontal display has a vertical line that separates each horizontal display into left and right. The right side is almost normal in color but the left side is a mix of green, purple, red, white, with alot of lines. The icons are somewhat visable but are stretched out horizontially. I can barely make out anything on the left side.
This is the same for both the upper and lower display. I have the Dell logo as the desktop image and the right side I can make out the two L's and the background is blackish, it's not great but it's alot better than the left side.
There is a 1.5 inch vertical black stripe that runs the entire right side of the display. There is a 1 inch vertical black stripe that runs the entire left side of the display.
Everything works on the computer as before, I just now have two horizontal displays that are split into a bad left side and a hot so bad right side.

I purchased a new LCD display and installed it.
I now have a display on the LCD but I have a split display. Two horizontal displays and each horizontal display has a vertical line that separates each horizontal display into left and right.
