Hi Dehydration,

This seems to be a software corruption issue. However, you may run the diagnostics to test the hardware. The steps are listed on the link below:

As the system is not booting in normal or safe mode and you do not have the disc, the only option left might be to perform a PC Restore to take the system back to factory condition.

Note: Please get the important data (Pictures, Music, Videos, Documents, Favorites etc.)  backed up before performing a PC Restore. PC restore will lead to complete data loss. Also disconnect any external peripherals (printer, scanner or any USB device) connected to the system.

See, that's the problem. I can't access that, because after I select repair your computer, it takes me to where the repair options menu should be, but there's only the cursor and the default blue background behind it. The menu never shows up.
