Please check if you followed the steps in the order given below:
1. Restart the laptop and start tapping the F2 key at the Dell logo for enter the BIOS. 2. Navigate to the “Advanced” menu. 3. Change the SATA operation/selection in BIOS from Intel Smart Response to AHCI. 4. Press F10 to save changes and exit. 5. Reboot the system. 6. Go back into the BIOS by tapping the F2 key and change the SATA operation/selection in BIOS from AHCI to Intel Smart Response. 7. Save changes and exit by pressing the F10 key. 8. Reboot the system and it should boot normally into Windows.
In case the above steps do not resolve the issue, I recommend you to run a diagnostics on the hardware components of the system. To run diagnostics restart the system and at the Dell logo tap the F12 key every two seconds. This will start the One-time boot menu. Using arrow keys select ‘Diagnostics’ and hit enter. This will run diagnostics on the hardware components of the system which may take around 5 minutes. Please reply to this post in case of any error message.
Thank you for providing the screen shot of the issue, I request to run extensive test on HDD and memory.
To run extensive test restart the system and at the Dell logo tap the F12 key every two seconds. This will start the One-time boot menu. Using arrow keys select ‘Diagnostics’ and hit enter. This will run diagnostics on the hardware components of the system which may take around 5 minutes. Next Press Y for Yes when it asks you to continue Memory test. This will extensively test the memory and check if there is any error message.
Once the memory test is complete the option listed will be: ‘Test Memory’, ‘Test System’ and Exit. Please select ‘Test System’. Then there will be options to run ‘Express test’, ‘Extended Test’, ‘Custom Test’ and ‘Symptom Tree’. Select Custom test and click on Hard Drive and hit enter. Reply with the status of the test for further assistance.
The first thing you’ll need to do is boot off the install disc, and then click through until you see the “Repair your computer” link in the lower left-hand corner.You’ll need to choose the correct installation of Windows and then click the Next button.And then you’ll get to the System Recovery Options screen, where you can get to the Command Prompt.
write a new boot sector onto the system partition with this command:

Hi,
I already did the requested steps, and no solution, all diagnostics were fine :-(
Notes:
* I don't have the Intel Smart Response option, only ATA as second option, see bios attachment
* Also see screenshot bios, this sometimes happens when the pc hangs after booting and pressing enter or other keys
What elso could I do?

i have the same problem laptop wont boot. i tried everthing mention. zero problems with the diagnostics.it
appears that certain boot options are not available. i still cant boot from hard drive or optical drive,
repair man also tried and got noting. indicated he never saw anything like this problem,
i am in bangkok. the repair man was from dell bangkok. how do i cantact someone in texas.
i tried registered letter but they never reponded
