@Dell-Allan D I've been following this thread myself as well, since there are quite a few people all with the same issues and all posting in many different threads in the forums particularly the ones in regards to booting a Dell 17R SE 7720 be it that some of us can't access the BIOS on the splash screen or some getting stuck doing a double power-up boot because the unit hangs after the splash screen but boots successfully on the 2nd attempt.
It's an obvious problem by now to many of us and I believe it's all related to a set of Faulty BIOS flashed with the A12 version that is posted on the Dell site for the 7720 perhaps even A11's because I was seeing some issues with that one myself. I noted that my system had shipped with what I believe was the A10 version but that has since been removed from the Dell Download section why I don't know because A08 and below are still up.
I don't want to sound like I'm telling people how they should do their jobs... But, I personally think at this point from reading all these threads on the forums all dealing with the same issues that it may be wise for a few of the Dell Reps participating in them to link up with each other in order to expedite a resolution. Maybe you are maybe you aren't but, Please review this similar thread and please contact "Dell Terry-B" two compare your notes. I and another community member that have been participating in that thread have been sending Terry B a lot of information ourselves via PM's.
Even though our thread is based on not being able to Access the Dell 17R SE 7720 UEFI Bios setting using the F2 or the F12 FN keys during the Dell Splash Screen on a Power up cycle. We to are seeing issues in regards to the whole boot process that those in this thread are complaining about. Dell has already sent myself and at least the other person I'm directly PM'ing a BETA BIOS to test and report our findings back to Dell Terry-B. We have tested it and it hasn't resolved the problem that we are seeing.
I just got done sending Dell-Terry B some late information on something I suspect maybe at the root of this whole problem with the Dell 17R SE 7720 Line, and probably any other line based on it as well. I do see other's complaining about the same issue for other like models in the line say the 15R, really all one has to do is look back in the forum posts and simply add 1 and 1 together to make 2.
Consolidating efforts and presenting your findings to the Dell Engineers from those you are in communications with in this thread along with the Information that we have been sending to Dell Terry-B from the thread that we are participating in will at least be helpful to the Engineering team - the more information they can link together the faster they can figure out what's causing the problem.
Thanks for sticking with this community issue, your help doesn't go unnoticed and it at least keeps my confidence level up that Dell Support and Engineering will eventually figure out what the issue is.

@alinos thanks for the info, sorry about the late response but I did try to do exactly what you have suggested. I'm able to get other options into the Boot Priority List doing as you suggested, but as soon as I boot, load Windows 8 then have the unit restart and go back to the BIOS to check, they are removed.
Some of us have posted about this situation in another thread so It's an issue that needs to be fixed?
Hi All, If your installing windows8 64 bit fresh on a new disk, and ordered the pc with an msata setup, you will probably need to change the sata operation to ahci first. this will basically disable the ssd caching during the installation, but i think you can enable it later. Then it should boot the dvd as @ALINOS stated
Tried toggling the cache ssd back on(change sata operation to isrt) after the installtion of the os was complete. but it keeps on rebooting before the os starts.i will try some things out tonight and let you all know. i assume i need to install the intel smart response drivers first...

Hi Allan, CyberMaxX360 and everybody
Just to let you know, a french customer has received his 7720 from the post-sale customer service.
He had the same problems like ours, they have changed his mother board and his Bios is back to the A10 version.
He has now the "windows boot manager" in the Bios, he has installed all the windows update and the Nvidia drivers.
His machine works well, for now.

Thank you Allan for the help you provided me.
A French technician told me how to solve my problem this morning, so I can't say if the result with your method would have been the same.
What I did is:
-Boot the computer, normally he will turned in black.
-In the second boot go on F2
-When you are in the Bios, Go to "BOOT"
-On the menu of "BOOT", go to "SECURE BOOT" and Put "Disabled"
-Access to "Add boot option" and press "ENTER"
- You'll have a new window on the middle, in "Boot option name", write "CD/DVD/CD-RW Drive"
- Tab and Press "YES"
Now, you will have "CD/DVD/CD-RW Drive" written in the top of the list under "Boot Priority Order" and UEFI Boot
-Press F10 to save and exit. Normally the computer will reboot and you will have access to the Bios with F2 or F12 and have "windows boot manager".
If I didn't miss a step, it will work for other customer, it worked for me.
In case, I have missed a step, I hope you will be able to change or rectify this method.
In other case, tell me, I could have access to my French contact.
@ CyberMaxX360; Let me know if this method has worked for you, just to know if there is other issues with the 7720.

I bought my Inspiron 7720 last week. I see the same problem. The solution described did not work for me.
I am trying to boot from a DVD and although I followed the suggested solution, F12 option to boot from DVD does not work.
Insprion does not react at all to DVD.

Some of us have posted about this situation in another thread so It's an issue that needs to be fixed?
Are you leaving Secure Boot Disabled?

So I have the "Secure Boot" disabled and the "Load Legacy Option Rom" disabled.
I'll try to post some photos later.
@biochem: Sorry for you, if it didn't work. Just for info, I didn't use any DVD or CD, when we use the solution.

suggested the same solution as Alison. But this does not work for me.
According to the suggested solution
under the "Add Boot Option" heading there is "File System List"
with two lines one for the HD and a second one for CD
In my Inspiron 7720 the "File System List" includes two identical lines
PciRoot (0x0)/Pci (0x1F, 0x2)/Sata(0x0,0x0,0x0)/HD
PciRoot (0x0)/Pci (0x1F, 0x2)/Sata(0x0,0x0,0x0)/HD
THERE IS NO LINE FOR CD in my 7720.
The problem reported here is being seen by many people. So I kindly ask the Dell tech support people to address this issue.
The problem is serious. It does not allow booting from a hard disk. I cannot for example use a boot disk to reinstall the system when I'll need this.

At the first time, when I had my double boot issue, I didn't have the "windows boot manager" on the boot option.
@CyberMaxX360: If you need others from the bios, tell me which ones.
Another question: Did after the F10 "save and quit" your computer boot normally to the W8 login?
But in my case, originally, I was able to join the Bios via F2/F12 maybe we don't have the same issue in our computer.
I'll try to contact again the technician and see with him if I didn't miss a step.
