I would suggest few steps would which would help us in isolating the issue further:
Check the Battery Health in the BIOS. To enter BIOS Setup, restart the computer and keep tapping F8 key at the Dell logo screen. Check the battery health and make a note of the message. If anything other than your battery is "performing normally", the battery should be replaced.
Dell offers a free Battery Diagnostic test, to run the test refer to the Dell Battery Diagnostics site.
The 'Battery Health' section said this: Performing Normally
But, the 'Battery Info' section showed current battery status i.e. 26% and also this: 'AC adapter = Unknown Device Installed'.
So is there a problem with the adapter? And if it is, then how come the laptop is running when plugged in? After all if it is running in plugged in mode this means that the adapter is providing power. Its just not charging.
2) When I went for the Battery Diagnostics it showed the following error and the diagnosis stopped.
'System Update Required: Unable to install or run this application. This application requires your system to be updated to Microsoft Common Language Runtime Version 4.0.30319.0. Please contact your system administrator.'
It seems to be an issue with the AC Adapter or the connector of the AC Adapter. Please try a know good AC Adapter if available. You may also try this AC Adapter on a different system to check the functionality.
Well now I've tried my battery and AC adapter in another Dell Inspiron and it worked perfectly in it. The battery was charging in that laptop. Also when I tried to charge my laptop with a different battery in it, it didn't charge. Thus there's no problem with either of my battery or the AC Adapter. I guess there's some circuit problem inside it.
I bought a dell Inspiron 1525 from a friend with this same problem. The problem is, the Bios is not getting a signal from the adapter, telling it that it is there, and ready to charge the battery. There are two reasons why the signal is not getting through. One would be, that the circuit inside of the adapter is bad, thus not putting out that signal. The second reason could be, the power jack board in the computer where the adapter plugs in is bad, thus not allowing for the signal to get through. I fixed mine (I repair computers) by replacing the jack board in the computer. I also bought a new Dell brand adapter in case the jack board didn't do the trick. Together they both cost me 27 dollars, and I now have a backup adapter in case the old one goes bad.

The power jack would be the next thing to replace. If that doesn't solve the problem, replace the mainboard.
