I suggest you to update the video drivers and the BIOS to the latest version. You can download them by punching in the Service Tag by visiting the following link:

Thank you for your response. The BIOS on the new mobo was version seven so I upgraded to version nine. The installed driver on windows was the most recent version but I decided to reinstall in for the new motherboard.

Neither fixed the problem and it still persists.

Thank you for your reply and for providing an update on the status. I suggest you to connect an external monitor and check if the same issue occurs on it. You will also need to run the hardware diagnostics by following the steps provided in the link below:

The on-board diagnostics passed; I only ran the quick and not the full memory test.

Hooking up the external monitor was revealing as the issue does /not/ occur with an external monitor. So I would assume that eliminates the graphics chip itself as the source of the problem.

Next step?

I spoke too soon. After running the external monitor test I went back to using the laptop and I noticed one of my graphics programs was very sluggish. So I looked in control panel and now there is only the Intel integrated graphics and the discrete AMD driver no longer displays. I scanned for hardware changes and it did not detect the AMD graphics. I uninstalled all the graphics drivers and reinstall them. Nothing. The Intel 4000 driver shows but the AMD will not.

Also, for some reason the fan on my computer is now running continuously on max power.

I was able to get the AMD dedicated graphics card working again, after doing some research and applying the following steps.

(1) Use system restore to roll back system to the time before I updated BIOS to latest version.

(2) Uninstall all graphics drivers

(3) roll back BIOS and then update BIOS to latest version again.

(4) reinstall all the drivers.

That worked.

So now the system is back to where it was two days ago. Whether it fixes the initial problem I had I do not know but at least the dedicated card is working again.

The problem continues to persist and in fact appears to be getting worse in the sense it is taking longer for the graphics to return to normal after boot-up. Here are the troubleshooting steps taken so far.

(1) Update BIOS to current version, twice (A09).

(2) Reinstall all graphics drivers for both the dedicated and integrated graphics cards.

(3) Run all diagnostics both hardware and the on-line software version (both pass). 

So perhaps it is some issue with the screen or controller? I await your reply.
