Same problem here! After installing Windows 7 the fan doesn't spin off. A10 Bios is installed.

Sorry to say but I eventually gave up and reinstalled windows 8. Shame.

Yesterday i found a solution. I'm sitting here in a hotel with my Dell on windows 7 in battery mode and the fan shows 0 RPM.

The trick is to install the video driver from Dell's website and after that you should shutdown your Dell and reject the battery. Press the ON button to clear all capacitors, wait 5 minutes and put the battery back in.

After that my fan shows 0 rpm and doesn't start up. This is on battery (no AC). I will test it now with AC on
