Since, your system has a combo card, first install the Wireless driver followed by the Bluetooth driver. In case the problem still persists, please provide a screenshot of Device Manager.
I did use the same link in first place and the same order but probably there is the problem with the latest drivers available on official support website. My laptop came with pre-installed Windows 7 Ultimate from the vendor in April 2012. It did NOT have Dell quickset installed and still the Bluetooth worked fine with all devices. I guess either I try re-installing the OS and drivers and skipping the Dell quickset is the only thing I haven't tried yet. Let's see if it works. The screenshots of the problem are attached.

I observed that installing the half mini-card driver alone runs my WiFi very fine but does not detect Bluetooth device at all. The combo driver for wireless LAN and BT3.0 also runs the WiFi very fine, even without the half mini-card driver, detects and installs the Bluetooth but does not run Bluetooth.
Is there any separate standalone driver to run the Bluetooth device in Inspiron 15R?

You would only need to install the driver for the Wireless and Bluetooth card shipped with your computer. You may provide the service tag of the computer and the name as it appears on the account via private message (click my username and then click Start Conversation) so that I can check the system specifications.
Thank you for providing the information. I have checked the details. Your system was shipped with Dell Wireless 1702 802.11 b/g/n, BT3.0+HS card. I would suggest you to uninstall all the Wireless and Bluetooth drivers installed on the system. Restart the computer and install the driver from Here.
If the issue persists, please post a screenshot of Device Manager. Press and hold the Windows key and press 'R' key. This will open the run window -> type 'devmgmt.msc' without the parenthesis, click on 'Ok' -> this will open the Device Manager window.
Also, let me know if you have installed Windows 7 32 bit or 64 bit.

Bluetooth devices can detect the laptop and vice versa and the pairing is successful every-time. But when it come to execution/function, neither the Bluetooth headphones, nor a smartphone would work with the laptop. The devices do get connected for a few seconds and then get disconnected without any error report or warning. I am uploading the screenshots of my Device manager and the Programs installed in Control Panel window.
Unfortunately, I couldn't find a third party driver to test with. Lets hope you can find out a solution soon.

The installation of combo driver for Wireless LAN and Bluetooth does run the Bluetooth application but my laptop is unable to connect any Bluetooth devices like Bluetooth headset or mouse or smartphone. I cross-checked my peripheral devices and they work fine with other machines, like my Bluetooth headset and mouse work perfectly fine with my smartphone but none of them works with my Inspiron 15R.
I have tried installing the drivers with all the possible sequences but none works. Can anyone post the sequence of drivers installation for 15R, which has been tested to work with Bluetooth peripherals because the sequences given on any forum never worked :-( Here is the sequence I followed.

Thank you for providing the information. I have checked the details. Your system was shipped with Dell Wireless 1702 802.11 b/g/n, BT3.0+HS card. I would suggest you to uninstall all the Wireless and Bluetooth drivers installed on the system. Restart the computer and install the driver from Here.
