Four beeps is a memory problem - first, unplug the system and remove the battery. Hold the power button for 30 seconds. Remove and reinstall both memory modules.
If that doesn't solve the problem, try the modules one at a time in each socket until you isolate the bad module (which you'll need to replace) or the bad socket (which will require a replacement mainboard).
For the keyboard issue, try a USB external keyboard. If it works, replace the internal keyboard with a new one.
All of the external keyboard's keys worked and I tried unplugging the laptop and taking the battery out and holding the power button but to no avail. As for the beeping it ranges from anywhere between 2 and 12 beeps on startup.

Next step would be to replace the internal keyboard with a new one. If that doesn't solve the problem you likely have a bad mainboard.
